Project Background
The Government’s “Housing for All” Plan aims to increase the use of PPPs to deliver social housing.
On the 22nd June 2022, the Minister for Housing, Local Government and Heritage, Darragh O’Brien, welcomed the launch of Bundles 4 and 5 of the new Public Private Partnership (PPP) programme for social housing delivery. View press release for bundles 4 & 5

The Social Housing Public Private Partnership (PPP) Programme is designed to deliver:
- social housing developments via project ‘bundles’ of sites;
- the provision of services to the developments over a 25 year period following construction that will include the maintenance and upkeep of the housing and tenancy management services; and
- the return of the developments to the relevant local authorities after 25 years in a pre-defined condition.
The Department of Housing, Local Government and Heritage is the approving authority for the programme with the NDFA as financial advisor, procuring authority and project manager, working closely with the relevant local authorities.
Bundle 6 is currently in pre-procurement and includes c. 480 homes across 7 sites.
All homes in the first and second bundles have been delivered. Bundle 3 is currently in the tender stage and planning permission has been granted for all sites in the bundle. Bundle 4 is in procurement. Bundles 5 and 7 are in pre-procurement. Further details on these project bundles are available below.
Project Details
Cork Co. Council is acting as the lead local authority for the sixth bundle of the Social Housing PPP Programme. The location of the seven sites and indicative number of homes are detailed below.
